who we are

Performance Industrial Contractors was established in 2023. We seek out the highest qualified and most production oriented MSHA trained individuals to provide noteworthy services to the construction, highway, and excavating industries.

Our active goal at PIC is to become a leader in the construction, highway, and excavating industries recognized for our quality services, unwavering commitment to innovation, quality and customer satisfaction. We aspire to create a future where our services and products contribute to positive change in the communities we serve and an inspiration for future generations to come.

As a woman-owned business, PIC is currently in the process of obtaining its SWAM, and DBE certifications in order to secure favorable contracts with governmental agencies, in Virginia and surrounding states including North Carolina, West Virginia, Tennessee, and Kentucky.

Performance Industrial Contractors incorporated three additional divisions in 2025:  Performance Construction Co (PCCo), Performance Mass Excavation (PME) and Performance Service Company (PSC).

Safety is a top priority for PIC in environments characterized by unpredictability and inherent dangers.  Each employee is safety trained and certified as well as equipped with adequate PPE.  Proper safety training and preparation protects workers from injuries and fatalities, reduces project delays, and minimizes legal liabilities. Strict safety protocols are essential to minimize the risk of accidents and injuries on our work sites. By prioritizing worker safety, PIC ensures its own sustainability and positive contributions to our employees, and our community.

Heather R. Harwood – President

Experience and training: Heather is an exceptional leader in administration and office management. She has directed multiple offices in budgeting, personnel management, recruiting, benefits coordination. Heather has a B.S. degree in Behavioral Science.

William E.  “Bill” Harwood – Vice President of Operations

Experience and training: William has an unmatched amount of experience in the mining industry, including both coal and aggregates. William is MSHA, VA DMME SUR GMM, WV MHST, AL SUR,  WY SUR certified. He has served in leadership positions overseeing up to 250 employees. He has owned and operated his own businesses for a number of years.

Alejandro E. Gomez – Executive Vice President

Experience and training: Alex brings a very unique and multifaceted approach to management. Alex had the unique experience of managing large litigation projects with over 35 attorneys. In addition to his professional experience, Alex’s academic discipline and economics gives him a very unique perspective when it comes to budgeting, finances, and general forecasting of a business.
